English Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a recent survey of local authorities, UK councils are planning to sell community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in England stated that six out of ten of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for selling playing fields and open spaces to support their budgets, but they argue they must continue to generate essential revenue from asset sales or face insolvency.

The group said that a high proportion of councils seeking to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would focus on service redesigns and using financial reserves to weather growing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in southeast England said its property management strategy included the disposal of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the plan.

Local Levy Rises and Wider Fiscal Strains

This research of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to raise local levies next April to cover the rising cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

Medway council said it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures require time to achieve both better provisions and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

Research of regional authorities recently also found local finances being strained by the increasing figures of young people and older individuals requiring Send support.

The County Councils Network said that local shortfalls will hit £4.4bn a year by 2029, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the Send system until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several key cities members were among the most deprived in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” said the report.

“Although only a single urban area is among the top 10 for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of England. The figures highlights the scale of challenges confronting local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that accounts for and addresses the real levels of disadvantage and demand,” said Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of local authorities have reduced or weakened social care provision in the last year, the study revealed.
